GLOBAL REACH.
LOCAL HEART.
Building an economy where hometown entrepreneurs thrive.
Ontario is undeniably the economic engine of the Inland Empire, attracting major global brands and vital industries. But Mayor Paul Leon knows that the true backbone of our city isn't found in a corporate warehouse—it is built by the small business owners, local restaurateurs, and independent entrepreneurs who give our neighborhoods their unique character.
Under Mayor Leon's steady leadership, Ontario has launched aggressive, innovative initiatives to ensure small businesses have the resources they need to open, compete, and flourish.
ELIMINATING BARRIERS FOR ENTREPRENEURS We are taking the risk out of launching your dream. Through initiatives like the Downtown Ontario Retail Pop-Up Program, the city is offering prime commercial space to local entrepreneurs for just $1 a month—complete with free utilities and Wi-Fi—giving small businesses a risk-free environment to test the market and build their customer base without crippling start-up costs.
INVESTING IN LOCAL FLAVOR We want our culinary and hospitality scenes driven by locals, not just national chains. The Downtown Restaurant Equipment Loan Program provides direct financial assistance to independent eateries, craft breweries, wineries, and bakeries looking to set up shop and revitalize our historic core.
BEAUTIFYING OUR HISTORIC DOWNTOWN When our local shops look good, the whole city benefits. Our Façade Improvement Program directly invests in the community by offering 50/50 matching grants of up to $25,000. This helps small business owners modernize their storefronts, upgrade lighting, and preserve Ontario's historic charm without bearing the entire financial burden.
HANDS-ON WORKFORCE & MENTORSHIP SUPPORT We do not just hand over a business license and walk away. Ontario partners directly with the Inland Empire Small Business Development Center to provide dedicated, hands-on support right on Euclid
Avenue. From streamlining the permitting process to providing free workforce development and recruitment services, the City of Ontario acts as an active partner in your success.
